It was a playthrough or two ago when I did this, but I just found this subreddit so I thought I’d ask. The Bloodskal Blade may not be able to emit the ribbons of energy, which will prevent the player from advancing the quest. For me, the bar was always empty -> no charges left.
EDIT: I got around the issue by temporarily using http://www.nexusmods.com/skyrim/mods/32237/?, but even with that the effect was glitchy and only worked sometimes.

If not, Zim's Immersive Artifacts changes the blade into a regular weapon enchantment with a charge cost, which might fix the problem. This is a subreddit dedicated to discussion of Skyrim mods created by EnaiSiaion, such as Ordinator, Apocalypse, Sacrosanct, and many more amazing mods. So this must have been loaded from some very old mod from (last year?)
Because if I load the save without the Unofficial Dragonborn Patch, it still doesn't work. It seems to be the same as, for example, this post. I’m not entirely for sure that it’s Vancian Magic, but it’s my main theory.
Technically, the Bloodskal Blade's shockwave counts as "casting a spell" (evident by it breaking the Sarthaal door, and making Vilkas yell at you for being a pansy mage).
